Please note, I did try this last week and it does still work. Make sure you are not logged into your ELF account, add all the items that you wish to your cart, enter applicable coupon code, use Paypal as your payment option and you will see $8 extra for "shipping to Canada" but as you proceed through checkout it will come off.
